The second Call for Proposals was closed on 29 September 2017 at 16:00 Finnish time. In total 28 applications were submitted in PROMAS to the Kolarctic CBC.
The Managing Authority, with the assistance of Branch Offices, carries out and Administrative and eligibility check for each application in October 2017. The Managing Authority will send applications, which have passed administrative and eligibility check to the Regional Assessment Groups (RAGs) in each country for an evaluation of the quality and relevance of the application. Each application will be screened and scored by all RAGs using the criteria defined in the Evaluation grid. The Managing Authority will set a deadline for RAGs for reporting on the quality evaluation.
The Joint Monitoring Committee makes the final decision on approval or rejection of the project application according to the ranking of projects based on the total average scores given by the RAGs on 7–8 December 2017. The decision of the Joint Monitoring Committee is under a suspensive clause: the Financing Agreement between the EU and the Russian Federation needs to be ratified in Russian Duma before Grant Contracts can be signed.
