The preparation of Kolarctic CBC 2021-2027 Programme requires joint efforts of all participating countries and implies developing a number of strategic documents.
One of these mandatory documents is the Strategic Environmental Assessment (SEA) and the environmental report for the Russian programme area. A consortium of experts from three Russian regions led by the Kola Center of the Russian Academy of Sciences has analyzed chosen objectives of the new Programme and the needs of Murmansk region, Arkhangelsk region and Nenets Autonomous Okrug. Based on this analysis and taking into account national and regional strategies and action plans, the consortium proposed measures to minimize possible negative environmental impact, as well as relevant areas for cross-border cooperation within the framework of the new programming period 2021-2027.
We kindly ask you to read the report and share your opinion on the selected areas of cross-border cooperation and possible activities of the Kolarctic CBC Programme 2021-2027. The preliminary list of proposed activities is incuded into chapter 12, Table 1. The draft report is available here.
Please note that the report concerns the Russian programme area only. A parallel strategic environmental assessment and environmental report has been prepared for the programme regions in Sweden, Norway and Finland. The text of this document is also available on the website.

All received comments will be taken into account by preparation of the final version of environmental report. The final report will be published for a public hearing later this autumn, together with the draft programme document.
